<description><![CDATA[   by Heidi HoltanThere's a sense of ownership sometimes, when you read a book before you see the movie. There is something in reading the words on a page and creating an image in your mind of the characters that makes you feel like you really know them. You develop a relationship with them. That's probably why more often than not, the movie does NOT live up to the book. From what I've heard from others, Crazy Heart is NOT like that.  (Yes, it's true, Crazy Heart hasn't made it to northern Minnesota yet!)Thomas Cobb published his first novel in 1987. &amp;quot;Crazy Heart&amp;quot; got great critical acclaim and was even optioned for a movie by Chuck Barris (of The Gong Show). But that movie never happened (Chuck went off sailing on his yacht instead) and the book went out of print in the early 1990s.Flash forward to last Sunday night at the Academy Awards ceremony. Jeff Bridges takes home the Oscar for the character Thomas Cobb created, Bad Blake. And &amp;quot;The Weary Kind&amp;quot; won for best song.I had the chance to talk with Thomas Cobb about the resurgence of Bad Blake in his life and where the story originally came from. Tune in for our conversation this week (Wednesday evening from 6-7 and Sunday morning from 9-10).I'll also talk with Julie Buxbaum about her novel &amp;quot;After You&amp;quot; - the story of how Ellie steps into her best friend Lucy's life after she is stabbed to death. One of the things I like most about this novel is how books and stories and words can heal. Ellie reads &amp;quot;The Secret Garden&amp;quot; by Frances Hodgson Burnett with Lucy's young daughter Sophie as a form of comfort. Could I see Julia Roberts playing the role of Ellie in the movie version of After You? No way!What movie version of a favorite book didn't quite live up to your standards? ]]></description>

<description><![CDATA[Like the webinar today, Im going to dive right in. The big topic was the Google Fiber Network opportunities. It was an interesting discussion. We heard from a range of panelists. Some seemed to speak directly to community members and leaders who might be planning to submit a proposal to Google. Some seemed to be speaking to public broadcasters about how they can use and join the broadband discussion.
Some quick takeaways:
The Google opportunity is a long shot &#8220; but its an opportunity to start the broadband conversation locally
The conversation needs to be local and should start with a compelling story
A compelling story will lead to a vision &#8220; that vision will help you improve broadband in your community with or without Google
Google is not hoping to become a provider; they are hoping to create a test bed and share their lessons with providers and communities

Questions:
Q: Could a state apply?
A: Yes, but wed need to focus on parts of the state
Q: Can a city apply for itself and be part of a county application?
A: Yes
Q: Folks in Duluth want to know who Google will gauge public support?
A: the RFI asks applicant to tell us about the city support. We also keep tabs for resident responses. And we listen to Facebook and other places online.
Q: Could we create a neighborhood collective?
A: Yes
Q: Are you looking for underserved areas and demographics?
A: Yes but we are looking to work with multiple locations. So we can get a variety in multiple place &#8220; not required in one.
Q: Are reservations viable applicants when it probably wont be a quick deployment?
A: Yes because the benefits might override the potential difficulty such as distance from backhaul
Q: Will Google be done after this experiment?
A: Our long term goal is not to build more communities but to share what we learn in the process. We want to see speeds go up and costs go down.
Q: How important is partnership?
A: We are very open to partnerships.
Q: Will there be opportunities for organizations to work on content?
A: Yes.
Q: What will happen to fiber once program is done.
A: Well have to work with individual communities on the answer to that question. But Google does have a long term interest.
Q: What do think/want this program to look like in 2 years?
A; That weve been able to build great applications and services in the community. And that weve been able to experiment with cutting edge deployment strategies &#8220; and share that info with everyone. That we can see openness in the US
Q: Are you more likely to choose communities with lower cost construction?
A: Wed like to have this down quickly. Maybe that means access to telephone poles; maybe that means good right-of-way access.

We think Googles move here is important. The technology is great &#8220; it will bring us up to international standards.
Working with local community members leads to greater success. You need to listen to the community to recognize what will means success to them &#8220; and to develop a recipe for success.
If you are interested in the Google Network, it makes sense to work with local government. This is a long shot for all of us. Thousands of communities will apply.
Google has not set out particular criteria, which leaves the door open for any community to share their vision.
Google is trying to raise the discussion in Washington; they want Washington to recognize the super high speed networks are viable and affordable. Local media has a role to play in starting/sustaining that conversation.
Q: Would a community with an existing NTIA grant be appealing to Google or not?
A: They seem to be open. If NTIA was interested then that probably demonstrated real interest in your community &#8220; an interest that Google would also appreciate.
Q: Im a public media station. I want to support my local community? Can I find out who the players are in my community?
A: Call the local government.

We have been looking at community-based solutions. We work with nonprofits that work with the people in a community who need support adopting broadband. Broadband can make a big difference in a community.
Q: How are nonprofits using broadband?
A: Workforce training. Libraries can extend access &#8220; such as libraries providing wifi &#8220; at all hours.
Bernadine Joselyn from Blandin Foundation
Blandin cares about broadband because we recognize that communities need it and needs to be able to use it. Broadband is a necessity &#8220; access denied is opportunity denied.
What does it take for a community to make the most of broadband? Local leadership is key &#8220; and Googles network is an opportunity to try that out.
Communities have to do it themselves. You cant count on someone else such as a provider or elected official.
You cant do it alone! Aggregation is a positive strategy. The more and more diverse voices the better.
You need to be able to tell a compelling story! A good story will get buy in. A shared consensus on the story makes writing an application much easier. Creating a story for a grant application is difficult and rarely successful. But once you have the story in place.
Money follows vision!
So get your core team and create your story. Google is a long shot but that doesnt mean you cant use it to get people focused.
Q: The chance for getting the Google funds are slim. What can we do even if we dont get the funding?
A: In rural areas, communities are often not aware of what they have or what they need. Getting to know your ecosystem &#8220;in terms of wants, needs and haves is a big step forward. If you can do the research for the local providers to help build a business case that will help start a conversation.

The Google network is innovative &#8220; because its fast. The conversation today in the US as far as speeds go has not changed significantly in the last 10 years &#8220; but Google has started the dialog about the Gig!
Real time reporting &#8220; such as seen in Iran via YouTube is one example of how broadband has an impact on public media. Public media can use broadband to engage listeners in new ways.
If youre not talking to local people about broadband youre not doing your job as a public broadcaster. As a public broadcaster, we are an anchor tenant for conversation.
Q: What are new things we can do with broadband?
A: Podcasting is one simple example. We have to think of ourselves as broadband companies. Also we need to build collaborations with the community. We need to go further. Theres a huge untapped market in gaming. We could be using that opportunity in terms of science conversations or other.
Q: Can you tell me more about the value of gaming?
A: Anyone who wonders about what role gaming can play is 6 years behind the research. Games can be used to teach and explore complicate issues. American Universities are looking into gaming. Through games people can role play, can try out new scenarios.

A: American over the age of 55 are the biggest growing demographic.
Q: What can a public broadcaster do?
A: Stations need to find out whats going on in their communities and get involved in the Google application if possible.

Meat, wheat, sugar, and other grains were sent overseas while at home families were urged to grow and eat vegetables. Daylight Savings Time was introduced in 1918 to increase the efficiency of backyard war gardens or &amp;quot;liberty&amp;quot; gardens producing food to support the troops.Americans were asked to voluntarily make breads with some non- wheat flour. Farms in Europe and a poor wheat crop in America led to shortages of harvested wheat. One recipe: Uncle Sams War Receipt for Biscuits included cornmeal, ground soy beans, rice flour or finely ground peanuts to fill out the flour portion of the recipe.Through volunteer efforts many Americans conserved food at home in order to feed American soldiers and European allies during the war. <description><![CDATA[For the 22nd year the Bemidji Community Art Center is asking people in the Bemidji Community and surrounding area to nominate this years Friend of the Arts.&Acirc;&nbsp; The nominee for the Friend of the Arts award should be a living person (or couple) who has given generously of time and effort to promote the arts in the greater Bemidji area.
Nominations must be received at the Bemidji Community Art Center (BCAC) at 426 Bemidji Ave, Bemidji, MN 56601, no later than April 14th, 2010.&Acirc;&nbsp; The public will be informed of the selection committees choice after May 1st with the announcement of the celebration to follow.
Starting back in 1989 with our first honoree Helen Gill, the very first Friends of the Arts Award was presented, and since then has continued a long standing tradition of acknowledging those in our community who have been committed to the arts. Helens picture along with those award winners who followed her can be seen on display in the Bemidji Public Library Meeting room.&Acirc;&nbsp; Tickets for this years Gala event will go on sale at the Bemidji Community Art Center after May 1st.

<description><![CDATA[This bowl of oatmeal looks plain jane, but it is anything but. A&Acirc;&nbsp;little twist packs a whole lot of flavor goodness. It is reminiscent of rice pudding.
&Acirc;&nbsp;This recipe comes from Ann Burckhardt (aka &amp;quot;The Hotdish Queen&amp;quot;), a born-and-bred Minnesotan who is the author of Hot Dish Heaven: Classic Casseroles from Midwest Kitchens. She was featured in the October 2008 issue of Midwest Living Magazine. *I have included directions in the recipe for optionally soaking the&Acirc;&nbsp;rolled oats&Acirc;&nbsp;overnight to neutralize the phytic acid. 
Baked Oatmeal
1 &Acirc;&frac34; cups water
1 cup old-fashioned rolled oats (not instant)
2/3 cup milk
2 eggs, lightly beaten
&Acirc;&frac12; &Acirc;&frac14; cup brown sugar
1 tsp baking powder
1 tsp cinnamon
&Acirc;&frac14; tsp salt
Butter 1 &Acirc;&frac12;-quart casserole. In medium saucepan, bring water to boiling. Slowly stir in oats. Return to boiling; reduce heat. Simmer covered 5 to 7 minutes or until most of the water is absorbed and the oats are tender, stirring occasionally. In a small bowl, whisk milk and eggs. In another small bowl, combine the remaining ingredients; stir into oatmeal. Fold egg mixture into oatmeal mixture. Pour oatmeal mixture into casserole. Bake uncovered in 350&Acirc;&deg; oven 30 to 40 minutes until center is just set. Makes 4 to 6 servings. *Optional: To soak the rolled oats, mix together 1 cup water, 1 cup oats, and 2 tbsp buttermilk. Cover and let sit overnight on kitchen counter. In the morning, bring &Acirc;&frac34; cup water to boiling, then add soaked oatmeal mixture. Simmer covered for about 3 minutes. (Cooking time is reduced by half when the oatmeal is soaked overnight.) Follow the recipe for the remaining steps.

Good health.

Our pattern of growth is now more of a belief system - a religion almost - than it is an expression of logic.

This line, buried deep in Monday's post on whether or not we have the capacity to resolve conflict when our core values clash, resonated with Internet users around the country. Google Reader tells me this one line has &amp;quot;gone viral&amp;quot;, in a modest sense, appearing as a link in many tweets and blogs. While we welcome those just discovering the Strong Towns movement here in our small part of cyberspace, I want to follow up on why this one statement may have attracted a lot of attention.
My chosen profession - and the unique way I work in it - requires me to attend a ton of meetings. Last year I attended over 120 community meetings, mostly city and township government, providing assistance as a planner/engineer. At many of these meetings I will be assisting the community with a planning process, helping them set goals and strategies for achieving an identified, common vision.&Acirc;&nbsp;
At one recent meeting, we were proceeding through a group exercise to establish community goals and I brought the group to a point where they were faced with a clash of values. What do we do when a new development costs more to provide service to than it generates in tax revenue? In small towns, as you have seen on this blog, this situation is the default occurrence.
The answer is a slippery slope. If we continue to build such developments, there is an implied tax increase in the future (Core Value #1: Low Taxes) where current residents are essentially subsidizing a developer by committing to shoulder the future, unfunded maintenance burden. If we limit such developments, we are imposing restrictions on what someone can do with their property (Core Value #2: Limited Government Regulation), restrictions that many see as unfair in light of what others have been allowed to do in the past.
It is tough to get past this, and most often people will end up rejecting the premise (that new development in our current model does not pay for itself), even though they deep-down understand it is true.
Clash of values unresolved. Our belief system rejects the challenging premise and we can remain ignorant and happy.
For those of us that see this clearly for what it is, there is a&Acirc;&nbsp;religious&Acirc;&nbsp;feel to it. The desire to believe is so strong that anything that questions the core belief is rejected as heresy. As was recently said to me in one meeting:

&amp;quot;Of course it pays for itself - how else would we be here?&amp;quot;

Oh my.
Recently I was part of a panel put together by Minnesota Public Radio to discuss issues of growth and development in exurban communities. As part of the event, MPR presented a video put together by Nikki Tundel. It is brilliant. In a very real, yet charming and respectful way, the video captures many of the value clashes I routinely am trying to resolve in the communities we work with. It is particularly striking since the words are those of the residents of rural Baldwin Township, an exurban community here in Minnesota.
This topic fascinates me, so there will be more on it to come here in the future. For now, take a few minutes to watch this video and make your own mental count of how many clashing core values you hear.

<description><![CDATA[I made these lightweight buttermilk pancakes from Clean Eating Magazine this morning. The sucanat adds wonderful flavor. We were racing out the door, so I didn't get a photo of the end product.
&Acirc;&nbsp;
Buttermilk Sucanat Pancakes
Makes 16 pancakes
1 &Acirc;&frac12; cups whole wheat flour
&Acirc;&frac34; &Acirc;&frac14; cup organic sucanat (I'm going to try&Acirc;&nbsp;reducing even further to 2 tbsp.)
1 &Acirc;&frac14; tsp baking powder
&Acirc;&frac12; tsp baking soda
&Acirc;&frac12; tsp sea salt
1 &Acirc;&frac12; cups low-fat buttermilk
1 egg, lightly beaten
1 egg white
1 tbsp sour cream (I used homemade yogurt.)
Olive oil cooking spray
In a large bowl, combine dry ingredients. In a separate bowl, whisk together buttermilk, eggs, and sour cream; add to dry ingredients, stirring just until moist. <description><![CDATA[Whew &#8220; its been a day. I just finished the final segment of the Digital Inclusion Summit &#8220; the panel hosted by James Farstad and the Knight Foundation in Maplewood. Panelists for the event were:
&cent; Rick King, Chair, Governors Ultra High Speed Broadband Task Force&cent; Catherine Settanni, Founder, DigitalAccess.org&cent; Sam Levy, Vice President and CIO, University of St. Thomas&cent; Susan Nemitz, Director, Ramsey County Library
&cent; Mike Reszler, Director, Digital Media, Minnesota Public Radio|American Public Media&cent; Craig Taylor, Director of the Office for Business and Community Economic Development, University of Minnesota
They were a brave group who just opened themselves up to the following questions&brvbar;
Q: National Broadband Plan promotes 90 percent of Americans by 2020 &#8220; what do you think of that?
RK: Minnesota is looking for ubiquitous coverage by 2015. We think it might take 2 years or so to get almost there &#8220; but the remaining portion will take longer.
Minnesota went for a world class as compared to the rest of the world as well as speed goals to help keep us competitive. Right now were at about 24th; the US is at 16th so we have some work to do.
We want to hear what the definition of broadband &#8220; not 768k, the current definition. That definition is not sufficient.
Q: The Feds are looking for a best practices clearing house. What best practices do we have to share?
CS: The best initiatives come from the community. CTEP came from nonprofits in the area. They had lots of donated computers &#8220; but the computers remained untouched. They needed people to mobilize technology and digital literacy skills.
Oftentimes the work of the nonprofit isnt documented &#8220; but hopefully that will change.
Q: What are the core information needs and how can we continue to meet them?
MR: The support systems to maintain information are not cheap. How do you support organizations that are dedicated to making information available.
We need to focus on need, not technology. We need to imagine our need and let the computers meet those needs. The technology is great &#8220; but we still need people to post the parking tickets, death records, whatever online in a way thats accessible.
Q: Access to broadband is said to have a direct impact on education outcomes. Is that true?
SL: Our connections to the community run deep. Kids are wired differently in some ways. They cant remember a life without PCs. That makes it hard on the institutions to meet the needs. Computing is ubiquitous.
4G will make a huge difference. By 2012, information on the Internet is expected to be 90 percent video. We need to get high speed bandwidth out there to the people who need it.
Q: The FCC emphasizes the importance of tech access in the libraries? Do people really use technology in the library?
SN: Go into a public library if you havent been for a while. People are using the technology. Weve seen double-digit growth. We provide Internet access; we see a 30 percent increase in hours used each year.
When the library opens, theres a line to get to the computers. Theres another huge rush once school gets out. Students run into issues because the computers are home are too old, or many they have more siblings than computers, maybe printer is broken. Kids without access at home are at a huge disadvantage.
Seniors are probably the second largest demographic using computers. Often they are short on skills &#8220; even to do basic online tasks such as emailing grandkids.
Q: How do you think we can impact social infrastructure with broadband adoption?
CT: The U of M has invested $7 billion. We work with neighborhoods and communities. We found a disparity and a way to help breech the digital divide. We have focused on the need and built a solution to meet that need, using the advantages we have at the University. In low income households we saw that they didnt have computers and/or Internet access.
Q: Ann Alquist from TC Daily Planet &#8220; how will the State address the rural inequity? Why doesnt the FCC use the term Digital Divide now?
RK: Inclusion sounds warmer; divide sounds tough.
We heard from Public Safety folks and the state is putting in a network for first responders. They have a plan in place. It does relate to parts of what we were doing. We hoped to build upon the public safety network/infrastructure when possible to meet community needs. (Such as wireless towers.)
There are pockets of un-served areas throughout the State, which is why sometimes you see people outside rather than in.
CS: Language matters. Digital Inclusion is about what am I going to do about this problem. We need to be careful about how to talk about this.
Q: How can we get traditional media to use technology?
MR: We went out with the sesquicentennial to rural areas to get folks to tell their stories. First we asked folks to video and upload &#8220; but we learned that people werent ready to do that so we did it with them.
Weve launched the Public expert network where people can self-select as experts and we can draw on those folks for more info.
Q: Where the videos close captioned?
MR: Yes
Q: Can we roll the 21st Century Communications &amp;amp;amp; Video Accessibility Act of 2009 into our broadband plan?
CS: If you remove some of the politics sometimes things can happen more quickly. Approaching it from a regulatory perspective might be better.
JF: The FCC will discuss broadband and disabilities issues tomorrow.
Q: Rita Rogers from Office of Technology: The last half mile for people with disabilities is the computer. You have video and audio with no transcripts. The ADA rules are just not being applied. Could the CTEP group work with government agencies and nonprofit organizations to build better web sites for people with disabilities?
CS: We have been working with the Pacer Center, libraries and others.
One issue is that theres never any money for accessibility. And if its not in the budget, it wont happen.
CT: At the U of M we will be able to build more computer centers; part of what we will do is hiring about 42 people to build curriculum to address needs such as those affecting people with disabilities.
Q: How do you form and sustain effective partnerships?
SL: We need to talk about what we all agree on. I dont have a problem with incumbents. Rather than talking about issues with incumbents we need to talk about our aspirations. That might draw in more people.
Q: What can we do locally to draw on resources of national libraries in a collaborative environment?
SN: Partnerships. We need to share aspirations. We are all working on digital literacy and curriculum. We need to benchmark and catalog to make sure we dont recreate the wheel. There are
Libraries are taking cuts. We have computer centers that are open during the day &#8220; we need to work together to create depth as well as breadth.
Q: Peter Fleck from PFHyper: I see a lot of proposals from libraries and computer centers. Ive wondered why we havent been better using our libraries and librarians. A big issue is 24-hour access. Why arent libraries spearheading efforts for 24-hour access and training?
Kit Hadley from St Paul Library &#8220; There is a certain territorial spirit that has led to the problem. We need to think of a plus-plus strategy. Libraries should be pushing for digital literacy and access. We need to take leadership here. There is more and more discussion on this topic throughout the State.
CS: Community computer centers started outside of libraries and other non-government centers. Computer centers wanted to be where the people were &#8220; and some folks wont go into libraries.
Minnesota is a regional economy. Did you hear from the agriculture industry?
RK: The task force was made up of 23 people, including a librarian and several of folks outstate. We held 3 outstate meetings. We heard testimony from many people in rural areas. We heard that the service options they had were not robust. They didnt have speed they wanted to use various applications. We also heard from folks who felt well served, but maybe wanted more competition. There are some great services in rural areas &#8220; but the infrastructure that looks like Swiss cheese &#8220; with holes in the service.
Of the 6 percent un-served &#8220; that is disproportionately rural.
Q &#8220; What is your advice to the next governor?
SN: The governor needs to have a vision &#8220; such as with the Task Force recommendations
RK: I hope thats a task for the current governor &#8220; not the next governor. I hope well have a more focused entity in the government to watch broadband issues.
MR: The vision is very important. We are thinking about people accessing info on mobile devices &#8220; not wired devices. Imagine your 70 in a rural area and your medical records are all on your handheld. You dont have to go into town. In the third world they are skipping desktops and moving right to wireless.
Q: What do you want to see happen?
PF: Id like to see the super-majority clause in the community telecommunications provider referendum change. Theres a bill SF2532 thats trying to get rid of the super majority.

CS: Like to see institutional partners do an annual enclave.
AA: The Twin Cities Daily Planet is working on a conference in September or October. The gutting for money for library and public information has been brutal.

<description><![CDATA[We heard about some new projects in the last hour of the FCC presentation today. It was jam packed but Ive tried at least to provide links for more info and Ive captured the questions asked below.
Knight Foundation President and CEO Alberto Ibarg&Atilde;&frac14;en talked about the Knight/FCC Apps for Inclusion Challenge. Its a contest to create easier online access to government services. Theyll be offering cash prizes to the software developers who can invent the best technological solutions to create easier online access to government services and information. (OK this was really announced earlier &#8220; but I just had time to look up the details.)
Commissioner Clyburn talked about a Digital Literacy Corp as part of the National Policy. Im not sure if or how they will be building on to the existing Net Literacy program. Or if they will be building on existing Americorps programs that have focused on technology, such as Minnesotas Community Technology Empowerment Project.
Rep Doris Matsui talked about her Broadband Affordability Act, a proposal to amend the Communications Act of 1934 to establish a Lifeline Assistance Program for universal broadband adoption, and for other purposes.
Questions
Q: Difference between digital divide and digital inclusion?
A: Inclusion tries to bring everyone into the solution.
Q: Do we miss anything with broadband focusing only on infrastructure?
A: We approach it from an ecosystem &#8220; not just infrastructure. We focus on adoption and deployment.
Q: How will FCC balance different rules for different media?
A:We are trying to remove distinctions between types of providers by making regulations technology neutral.
Q: Will there be time for comments on the National BB Plan?
A: The FCC only recommends. There will be time for comments.
Q: Will the FCC be involved with making hardware more affordable?
A: Training is a big part of making hardware affordable although we are also looking at projects similar to lifeline projects. This may be a place for partnerships.
Q: What is the plan for regional and local capacity building?
A: We recognize that this is not a federally imposed plan. There are many different approaches that can be executed successfully. At the state level there is often a gap. We dont have capacity to manage Statewide change; broadband data improvement act had some money to try to build state capacity.
Q: What about security?
A: We are getting more detailed. Many stakeholders are working on it. It is a great concern.
Q: What can you say to rural?
A: We have a plan and we are very aware of rural gap. We want to make sure all US homes have broadband. Its not easy and will take time. We are trying to shift resources to help reach rural areas. The Department of Ag will be working on this too.
Q: What are plans for other demographics?
A: Tomorrow well talk about disability issues. We recognize that efforts need to be local. Well need to target groups most in need.
Q: How can you teach benefits of broadband?
A: Thats not a big focus &#8220; as we learned we didnt need to focus after the recent survey. We need to do what Knight has supported &#8220; create better applications for non-adopters.
Q: What is your level of detail in terms of deployment?
A: Real mapping will be done in conjunction with NTIA.
Q: What about competition?
A: We are working on how to improve competition. So were working on transparency &#8220; especially in terms of consumer options and performance. And weve focused on spectrum. We dont know how the market will develop &#8220; but we know we need more spectrum. We need a healthy ecosystem of competition.

<description><![CDATA[Its a busy week &#8220; leading up to an even busier week next week Im sure. As you may know Blandin is participating in the conference tomorrow talking to communities about the Google Network plan. I am pleased that Bernadine Joselyn was able to give us a little sneak preview of tomorrows event by telling us more about the people and organizations involved&brvbar;
I think its terrific for Minnesota and public radio listeners across the land that Minnesotas-own American Public Media and Minnesota Public Radio (APM|MPR) has hired Joaquin Alvarado to fill a new position as senior vice president for Digital Innovation. Joaquin comes to APM|MPR from the Corporation for Public Broadcasting (CPB), where he was senior vice president for Diversity and Innovation. In his new job, Joaquin will be responsible for helping APM|MPR strengthen its capacity to catalyze innovation and inclusion within public media as well as for broadening the reach and diversity of public medias audience.
These are important goals for APM|MPR, and Joaquins unique personal story and professional background uniquely qualify him to take them on; he holds a B.A. in Chicano Studies from U.C. Berkeley and an M.F.A. from the UCLA School of Film, Television, and Digital Media, and along with an impressive professional resume, is an award winning writer, producer and film director.
I first met Joaquin (virtually) earlier this year when we co-presented on a webinar sponsored by Grantmakers in Film and Electronic Media (GFEM) to help and encourage communities to respond to the federal funding opportunities for increasing broadband access and utilization in the American Recovery and Reinvestment Act (ARRA). Tomorrows APM|MPRs webinar, in partnership with the National Center for Media Engagement, is one of Joaquins early projects in his new job. It has a similar purpose, this time focused on helping communities respond to Googles plans to build new high-speed fiber-optic broadband networks. Besides Joaquin, presenters for the workshop now include Minnie Ingersoll, product manager of Googles Access team, who will explain Googles experimental fiber network. Ive been asked to speak briefly about the role of foundations in promoting community engagement and collaboration in broadband. I expect well also hear more about Duluth and Dakota county bids to catch Googles attention.

<description><![CDATA[Before I dive in I want to remind folks of the webinar opportunity tomorrow: the&Acirc;&nbsp;Free Google Broadband Initiative Educational Webinar Wednesday, March 10, 2 p.m.
I have watched half of the Digital Inclusion Summit (find archive here) so far today from my home office in Dublin, Ireland. There are days when the power of broadband hits me &#8220; like when I can attend a meeting from across the world. Its as if distance doesnt matter at all! Time however might matter so I thought Id get half of this online while were on break &#8220; as itll be pretty late for me when the session ends.
It was great to hear from the policymakers about how broadband is a solution, not a problem. The focus today was on adoption, not deployment and of course I think most of us are listening with an eye towards the National Broadband Plan that is set to come out on St Patricks Day next week. (Several speakers noted that &#8220; its not just me.)
Broadband was touted as a means for public engagement by Rep Markey and a way out of poverty by Commissioner Donovan. As he pointed out you can predict a childs future tomorrow based on their zip code today. That just isnt right &#8220; broadband will help change some of that because broadband brings amenities, such as education, health care and job opportunities to your door.
Past policy successes for promoting broadband were mentioned, such as the e-rate. (Did you know that 95 percent of US schools are connected via broadband?) Universal Service Fund (USF) was mentioned by Representative Lee Terry. He mentioned that it was been a lifeline to rural residents and that reforming the USF is a necessary component to a successful broadband plan.
I also noted that there were a lot of discussions of local success &#8220; starting with Commissioner Donovan who talked about a nonprofit group in NY that had breathed life into a poor and dying community in 1977. That local impact made all the difference. We heard from about half a dozen recent converts to broadband &#8220; or others who are helping recent converts become the initiated (including a representative from the CTEP program working at Rondo Library in St Paul, MN. It was great to hear how training has made a difference to broadband interest and adoption. (Glad to hear that affordability came up too and many speakers alluded to the recent report that said, Broadband access is increasingly a requirement of socio-economic inclusion, not an outcome of it&#8221;and residents of low-income communities know this.) Mentioning local success in a national plan, it seems like partnership will play a starring role. I hope that they will find new ways to support partnership.
